For the Delete option to show up in the toolbar, you first need to select the folder in the right (main) window. In the example below I have a Team selected in the left (file tree) panel. Once I select the folder in the right (main) view the Delete option becomes available. This works the same for My Files. One note is that you have to be a Team Administrator to delete folders for a Team account.
Sorry for the delayed response. You can delete a folder from the FIle Manager by simply selecting the folder and then selecting Delete from the toolbar at the top of the window.

Ian, I'm seeing this ability to delete for files, but not for folders.
This is unclear. A folder created under a "Team" does not have an option to delete it. However a folder within a folder does appear to be delete-able.
