Provide Snow/Wind loads based on Zip code Merged

Either:

(1) automatically add Snow/Wind loads to members based on entered Zip code for the job

-OR-

(2) add a link in ForteWeb to the ATC site so the user can quickly access load info

NOTE: need to vet ATC data before using.
